GIS Data Collection on Decentralized Power Supply and Grid Network

Project Details

Decentralization of power supply system is a necessary and inevitable challenge that Bangladesh has to face in the coming decades in order to increase the share of renewableenergies in national power supply. Renewable power producers scattered across the country, from mega-solar plants to roof-top solar panels on the factories and apartments, should be integrated to the grid so that the use of renewables is maximized in the national grid. Through an ongoing technical assistance, the Integrated Energy and Power Master Plan Project, JICA has been supporting the Government of Bangladesh to identify the necessary steps for the integration of decentralized renewables to achieve low carbon energy system. 

However, the lack of geo-referenced data of existing decentralized power supply facilities and grid networks prevents efficient planning of the integration of decentralized renewable powers. While the Government of Bangladesh has made some effort to collect and consolidate the information of decentralized renewables (such as by SREDA: https://ndre.sreda.gov.bd/index.php?id=8 ) and the national grid networks (PGCB), they are not properly geo-referenced and updated to make an up-to-date analyses on the potential of renewable integration to the grid. Furthermore, the currently available data for this purpose are separately owned across different organizations, such as SREDA, PGCB, and BPDB, etc. For example, SREDA holds a database of decentralized renewable power generation facilities as provided via the link above, and PGCB has a GIS database of their infrastructure which has not been updated for several years. For captive powers, no geo-referenced database has been prepared to the best of our knowledge. 

To narrow this gap, JICA will construct an integrated dataset of the geo-referenced dataset on the existing decentralized renewable/captive power supply facilities as well as the grid network through this data collection survey. The output will become a valuable asset for the Government of Bangladesh especially through the services of the Power and Energy Sector Advisor to complement the Integrated Power and Energy Sector Master Plan.
